COMMITTEE MEETING MINUTES

December 4, 2012

        The Finance, Service, Engineering and Gorman Farm Committee met on December 4, 2012 at 5:00 pm at the Council Chambers in the Evendale Administration Building. At the meeting, were Council members Albrinck, Hartman, and Schaefer.  Also in attendance were Mayor Apking, Jack Cameron, Joe Huster, Cynthia Caracci, Chris Patterson, Kathy Farro, James Jeffers, Jim Bothe, Rob Wight and Chris Schuermann

Gorman Farm

The Gorman Farm monthly report was submitted in writing and is attached. Chris Schuermann advised the committee that a finance director has been employed by the Farm Foundation.  He is Ray Kubic, a CPA.  He has experience in helping non-profit organizations.  Chris Schuermann also commented that she road with the Harness Club on the farms mule drawn wagon in the Lebanon parade.  A crowd numbering about 200,000 watched.  The harness club has been in touch with other foundations for other parade appearances.  
Jim Bothe contacted the contractor to grade the new Evendale Trail.  It is expected that the work will completed before the end of the year.
Chris Schuermann also reported that preliminary financial statements will be available at the next committee meeting rescheduled to January 3, 2013 at 5:00 pm.

Service Department/Engineering

James Jeffers submitted a status report for major projects started or completed in 2012.  It is attached.  In addition, Jim Bothe stated that the tree replacement project is complete.  There is a year warranty on the trees and Evendale will be responsible for watering them beginning January 1, 2013.  

Traffic Signal Project

A major portion of the Traffic Signal project which will carry over into 2013.  It is primarily the portion funded by the state.  There will be a supplemental appropriation to cover the project.  The supplemental appropriation is necessary to correct a paper work error that took place in early 2012.  Essentially, only the Evendale portion of the project was appropriated.  The state grant portion was not. This was done because the state pays the contractor directly. Both the Evendale and State portions of the project should have been part of the appropriation because it is an Evendale project based upon an Evendale purchase order.  Though paid to the contractor directly, the state grant portion should show as income to Evendale as it pays down the Evendale purchase order.

Fifth Third Demolition
The demolition of the building should be completed by the end of the year.  The work has started.

Finance/Administration

        Joe Huster and Cynthia Caracci presented the financial report and draft of the budget ordinance.  The salary schedule is attached to the Appropriation Ordinance and  has been altered to include the number of authorized positions in each category.  A list of major purchases has also been pulled out of the line items and identified for each department.
The November Income tax receipts were $25,386.39 higher than last year.  We have reached 99.98% of the Income Tax projection for the 2012 budget.  Over the last three years the December earning tax has averaged $840,000.  On a cash basis, excluding the Evendale Commons TIF, the Village income exceeded expenses by $55,900.59 for November.  The year to date cash surplus is $1,266,482.11.

Zoning Code

        Chris Patterson and Kathy Farro briefed the committee on the amended zoning code proposal.  The committee suggested that the issue of Class A Daycare, as a home occupation, and Senior housing be addressed at the Council meeting because these generated the most discussion from residents and the working group.  The primary change in the Planning Commission from the working group recommendations, according to Chris Patterson, involved signs.

        The meeting adjourned at 6:10 pm.
